How rare is Voltmask?
Voltmask is Uncommon and hatches at 1 in 3, or 34%, on the standard hatch table. Stormspire holds only one Uncommon pet, so that whole chance belongs to Voltmask.

How to get Voltmask
Voltmask only hatches once Stormspire is open. The door asks for player level 60, 110B coins, 1 Paradox reset and Seraphyn beaten.
Voltmask hatches from the Stormspire egg, which costs 6B coins. The egg rolls a rarity from the standard table and hands you Stormspire's creature of that rarity, so Voltmask is what you get when the roll lands on Uncommon. The Hatching guide walks through every roll an egg makes.
